Antony Cautions Defence Estates Against Issuing No Objection Certificate

Defence Minister Shri A K Antony has cautioned the Defence Estates Department against issuing the No Objection Certificate without verifying the matter thoroughly. Addressing the first ever Defence Estates Day function here today he said, “while issuing NOC’s, you must draw lessons from some of the enquiries that are going on regarding malpractices. Shri Antony said that the Ministry of Defence has issued new guidelines regarding issue of such NOCs to ensure a balance between security concerns of the forces and the right of public to undertake constructions on their land. Shri Antony emphasized that ‘zero tolerance’ towards corruption and malpractices should continue to be the mantra of all concerned in the Ministry. Governance should not only be effective but it should also be honest and ethical. Defence Minister said that the role of the Defence Estates Department has always been important especially in maintaining records of defence lands spread over 17.5 lakh acres. This role has become all the more critical with the growing value of land. He said that if the responsibility of the Armed Forces is to protect the territorial borders of the Nation, then it is the duty of Defence Estates Department to protect the defence lands within the country. He exhorted the officers of the Department to put in place effective systems to prevent, detect and remove encroachment from defence lands so that these remain safe and available for its primary intended use.
